What The Score Measures
Every applicable capability is examined through the same eight evidence-based dimensions:
- Policy / Status: Are expectations, controls, and operating standards clear and current?
- Ownership: Is accountability clear, including decision rights and escalation paths?
- Workflow: Does work move reliably from beginning to completion?
- Data: Are definitions, sources of truth, quality, access, and stewardship trusted?
- Systems: Do appropriate, secure, integrated tools support the approved workflow?
- Skills: Do employees and managers have the roles, capacity, behaviours, and support required?
- Risk Management: Are material risks understood, controlled, monitored, and escalated?
- Performance Signals: Can leaders see status, outcomes, risk, value, and improvement?
Each dimension is rated from 0–5. Eight dimensions produce a raw score out of 40 for each capability. Applicable capability scores roll into an organization-wide percentage out of 100.
A score never stands alone. Every result should also show the capabilities assessed, raw points earned and possible, evidence-confidence level, and assessment date.

How The Assessment Works
- Define The Decision. Name the transformation, investment, funding, vendor, workforce, or performance question the organization needs to answer.
- Confirm The Scope. Select every applicable capability area; genuinely non-applicable capabilities are excluded rather than scored zero.
- Gather Evidence. Review interviews, documents, policies, workflows, systems, reports, measures, and cross-functional perspectives.
- Rate Consistently. Score each applicable capability across the eight dimensions using the same 0–5 anchors.
- Calculate The Baseline. Report each capability percentage and the organization-wide score, raw points, scope, interpretation, date, and confidence.
- Choose Action. Use evidence, importance, strain, dependency, impact, urgency, and feasibility to sequence improvement; the lowest score is not automatically the first priority.
- Reassess. Repeat comparable ratings against current evidence to show movement and sustain accountability.
